State Budget Update-July 16, 2009

After a lengthy discussion on the House floor, the Civera amendment (A2779) to HB1416 was defeated by a vote of 95-103. HB1416 will be considered on final passage by the full House on Friday, July 17. The House convenes in session at 11:00 AM.

According to the House Democrats review of HB 1416, as amended by the House Appropriations Committee, the legislation:

  • Continues strong support for public education by utilizing state and federal funds to provide a more than 5.7% increase in the basic education subsidy, unlike the two House, Senate Republican proposals.
  • Provides 14 percent more funding than the House Republican proposal, and 23 percent more than SB 850, for early childhood learning, including Pre-K Counts, early intervention, and Head Start Supplemental Assistance.
  • Provides funding for Dual Enrollment and Science: It’s Elementary.
